Mr Foulkes is accused of participating in a group chat that involved a registered sex offender and exchanging “unacceptable” messages within.
The panel stated: “The allegations relate to the former officer participating in a group chat involving a registered sex offender
“The messages exchanged within the group chat were offensive, insulting, abusive and unacceptable in nature, including racist, misogynistic, sexist and sexualised comments.”
As such it is alleged that he breached multiple standards of professional behaviour including honest and integrity, authority, respect and courtesy, equality and diversity, and discreditable conduct.
If gross misconduct is proven, then it will be recorded that he would have been dismissed if he had still been serving.

In addition he may be included on the list of persons barred from serving with Thames Valley Police.
Last year a number of officers were sacked for their behaviour and comments made.
This includes a police officer who showed an ‘intimate’ video of a woman he had been having an affair with, who was sacked alongside a colleague who lied about watching it.
